Dear Prime Minister,
I have pleasure in inviting you to the meeting of the European Council in Brussels on 16 and 17 December.
I will be delighted to welcome you to the Justus Lipsius building for dinner at 19.15 on 16 December when we will talk about the enlargement issues on the agenda of the European Council. At their dinner, the Ministers for Foreign Affairs will discuss Ukraine, the Middle-East and the European Security Strategy.
At 10.00 on 17 December, the regular meeting with the President of the European Parliament will be held and this will be followed by a meeting with United Nations Secretary-General Kofi Annan on the threats and challenges of the 21st century, notably the concept of collective security and the fight against poverty through accomplishment of the Millennium Development Goals.
This will be followed by the plenary working session, which will discuss progress in the fight against terrorism on the basis of a presentation by Secretary-General/High Representative Javier Solana. The draft conclusions will also be discussed and I will brief you on the results of a series of debates on the topic of "Europe. A beautiful idea?" held at my initiative.
There will then be a meeting with the candidate countries.
